ACA Subsidies 2027: What Changed, the January 15 Deadline and What Vietnamese-American Families Should Do

Share:
Open enrollment for 2027 runs November 1, 2026 to January 15, 2027. Enhanced subsidies are gone, the 400% cliff is back and immigrant eligibility has changed. Worked examples and a subsidy estimator.

ACA subsidies 2027, the premium tax credits that lower Obamacare premiums, have changed more this year than at any point in the last several years. Open enrollment for 2027 coverage started on November 1, 2026. For many Vietnamese-American households, especially nail salon owners, 1099 workers, drivers and newer immigrants, the credit could shrink or disappear entirely if you do not look closely. This guide covers the key dates, the five biggest changes, step-by-step examples and an estimator you can use yourself.

In 2027, many families will see very different health insurance premiums even if their income has not changed.

Key dates for ACA open enrollment 2027

  • November 1, 2026: open enrollment for 2027 begins.
  • December 15, 2026: deadline to choose a plan for coverage starting January 1, 2027 in HealthCare.gov states such as Texas and Florida.
  • January 15, 2027: last day of open enrollment on HealthCare.gov. Plans chosen from December 16 to January 15 start February 1.
  • State-run marketplaces: some states, such as California (Covered California) and New York, usually allow enrollment through January 31. Check your state’s site.

After January 15 you can enroll only with a qualifying life event such as losing job-based coverage, getting married, having a baby or moving. If you had a plan last year it may renew automatically, but your 2027 premium and credit can be very different. Do not let it renew without looking.

5 big changes to ACA subsidies 2027

1. Enhanced credits have ended and the 400% cliff is back

From 2021 through 2025, credits were boosted and had no upper income limit. Those enhancements have expired. For 2027, households earning more than 400% of the federal poverty line receive no credit, no matter how high the premium is. For the 48 contiguous states and DC, the 400% line (using 2026 poverty guidelines) is:

Household size100% poverty line400% line
1$15,960$63,840
2$21,640$86,560
3$27,320$109,280
4$33,000$132,000
5$38,680$154,720

2. Your share follows the new IRS percentage table

The credit equals the cost of the benchmark Silver plan (the second-lowest-cost Silver plan in your area) minus the amount you are expected to pay. That expected contribution is a percentage of income that rises with income:

Income as % of poverty lineYour 2027 share
Under 133%2.15% of income
133% to 150%3.23% to 4.30%
150% to 200%4.30% to 6.78%
200% to 250%6.78% to 8.66%
250% to 300%8.66% to 10.22%
300% to 400%10.22%
Over 400%No credit

Within each band the percentage rises evenly with income. On top of that, benchmark Silver premiums for 2027 rose about 13% on average from 2026, according to an analysis of federal data, so many people will pay more even with the same income.

3. Excess credits must be repaid in full

The credit is paid in advance each month based on your estimated income. In the past, if your actual income came in higher, the amount you had to pay back was capped. Starting with tax year 2026 those caps are gone: whatever you received in excess, you repay at tax time. Early 2027 is the first filing season under this rule. 1099 workers and salon owners whose income swings with the seasons should estimate carefully and update the marketplace as soon as income changes. See our US tax filing guide for Vietnamese families.

4. New rules for immigrants

This change matters a great deal for the Vietnamese community. From January 1, 2027, ACA subsidies 2027 are available only to:

  • US citizens.
  • Lawful permanent residents (green card holders).
  • A few special groups: Cuban and Haitian entrants and citizens of the Compact of Free Association nations (Micronesia, the Marshall Islands and Palau).

People lawfully present as refugees, asylees, TPS holders and in many other categories can still buy marketplace coverage, but at full price with no credit. Lawfully present immigrants with income under 100% of the poverty line who are barred from Medicaid because of status lost the credit in 2026. DACA recipients have been ineligible for marketplace coverage since August 25, 2025. If anyone in your household is waiting on a green card, check each person’s status before you choose a plan. Our article on life insurance for non-citizens covers visa categories in more detail.

5. Stricter enrollment checks

Marketplaces and insurers are reviewing improper enrollments more closely, and agents and brokers are barred from promising that you will “always qualify for a $0 plan.” Log in to your own account and check names, income, household size and your current plan. Never give your HealthCare.gov password to anyone else.

How to calculate your ACA subsidy: step by step

Hypothetical example: Tuan’s family of four in Houston, Texas expects $90,000 of income in 2027. Assume the benchmark Silver plan in their area costs $1,700 a month.

StepCalculationResult
1. Compare to poverty line$90,000 ÷ $33,000272.7%
2. Your percentage8.66% + (272.7 − 250) ÷ 50 × 1.569.37%
3. Your yearly share$90,000 × 9.37%$8,432 (≈ $703/month)
4. Monthly credit$1,700 − $703≈ $997

Now suppose Tuan picks up extra work and income rises to $135,000. That is above the $132,000 line (409% of poverty), so the credit drops to $0 and the family pays the full $1,700 a month, or $20,400 a year. Earning $3,000 over the line costs almost $12,000 in lost credit. That is the 400% cliff.

Hypothetical example: family of four, benchmark Silver plan of $1,700 a month.

A second example: Hanh, a single nail technician in Orange County with about $40,000 of 1099 income. Her income is about 251% of the poverty line, so her share is about 8.68%, or roughly $289 a month toward the benchmark plan, and the rest is covered by the credit. In California she enrolls through Covered California rather than HealthCare.gov.

Income close to the 400% line: what can you do?

Preparing tax documents when applying for ACA subsidies 2027
The closer your income estimate is to reality, the less you risk repaying at tax time.

The income used for the credit is modified adjusted gross income (MAGI). Some pre-tax contributions can legally lower MAGI, such as traditional 401(k) contributions, deductible traditional IRA contributions, or HSA contributions with an eligible plan. Self-employed people also have business expense deductions. Talk to your tax preparer first, because every situation is different.

It also pays to compare Bronze, Silver and Gold plans rather than looking only at the monthly premium. Low-premium plans usually come with high deductibles. If your income is under 250% of the poverty line, a Silver plan also comes with cost-sharing reductions that lower what you pay at the doctor.

ACA health insurance does not replace life insurance

Vietnamese-speaking advisor explaining ACA subsidies 2027
Ask questions before you pick a plan, especially if your income is close to the 400% line.

ACA health insurance pays hospital and medical bills. It does not pay the mortgage, groceries or your children’s tuition if the main earner dies or is too ill to work for a long time. That is the job of life insurance. Many life policies today also include living benefits that pay part of the benefit early for a serious illness. Checklist for Vietnamese-American families before December 15

  • Log in to HealthCare.gov or your state marketplace and update expected 2027 income and household size.
  • Check each person’s immigration status, especially refugees, asylees, TPS holders and anyone waiting on a green card.
  • Compare plans again instead of letting yours renew automatically.
  • If your income is close to the 400% line, ask your tax preparer about pre-tax contributions.
  • Report income changes during the year right away to avoid a large repayment at tax time.
  • Review your life insurance too: is it enough for your family if something happens?

Frequently asked questions

What is the deadline for ACA open enrollment 2027?

On HealthCare.gov, open enrollment runs from November 1, 2026 to January 15, 2027. To have coverage starting January 1, 2027, choose a plan by December 15, 2026. Some state marketplaces such as California and New York usually allow enrollment through January 31.

Is there an income limit for ACA subsidies in 2027?

Yes. For 2027, households with income above 400% of the federal poverty line do not qualify. For a household of four in the 48 contiguous states and DC that line is $132,000; for one person it is $63,840.

Do I have to repay excess premium tax credits?

Yes. Starting with tax year 2026 the repayment caps were removed, so if your actual income is higher than estimated you repay the full excess credit when you file. Update your income on the marketplace as soon as it changes.

Can green card holders still get ACA subsidies?

Yes. Lawful permanent residents remain eligible if they meet the income rules. From January 1, 2027, refugees, asylees and TPS holders can still buy marketplace coverage but no longer receive the credit.

If I have health insurance, do I still need life insurance?

They do different jobs. Health insurance pays medical costs, while life insurance replaces income for your family if the main earner dies, and many policies include living benefits for serious illness.
