Economist Kimberly Clausing warned in Newsweek: “If the United States unilaterally imposes high tariffs, other nations will surely retaliate.” This could trigger an escalating cycle of protectionist measures, commonly known as a trade war, which would severely damage the global economy. A case in point is the period from 2018 to 2019, when Trump imposed tariffs on Chinese goods, resulting in additional consumer costs estimated at up to $70 billion, while U.S. exports to China plummeted.
Another key issue is that the tariff burden would ultimately fall on domestic consumers rather than on foreigners. When imported goods are subject to higher tariffs, importers pass these costs on to consumers, leading to skyrocketing prices for consumer products. This would particularly affect low- and middle-income households.
An analysis by the Brookings Institution indicates that a comprehensive tariff system could reduce the after-tax income of the bottom 20% of Americans by up to 3%, while the top 1% might see a reduction of only 0.5%. Other estimates suggest that average living costs could increase from $480 to $2,300 per year if tariffs were widely implemented.
Uncertain Revenue and Economic Instability
Revenue from income tax is considered relatively stable compared to tariff revenues, which depend on unpredictable factors such as global trade fluctuations and geopolitical tensions. An overreliance on this unstable revenue source would complicate long-term government budget planning and response to economic shocks. For context, federal personal and corporate income tax revenue in the U.S. reached approximately $4.5 trillion in 2023, while tariff revenue was only about $80 billion in 2022.
According to estimates from the Congressional Budget Office (CBO), eliminating federal income tax would reduce government revenue by trillions of dollars annually, leading to enormous budget deficits.
Conclusion: An Impractical Idea
While the idea of abolishing the IRS and income tax may capture public attention, economic analyses by experts indicate that President Trump’s proposal to replace them with tariffs is highly unlikely to materialize and poses numerous economic risks.
